Booming is sort of like tracking shots in that you're moving the actual camera. However, booming refers strictly to up and down movement of the camera.
Booming is raising or lowering the camera relative to the subject. Unlike a tilt, where the camera stays in the same place… they are more like tracking shots where you physically move the camera up or down. Keep the same techniques in mind as tracking shots…

As always, rules can be broken. You just need a proper reason.
